It fails to feel natural because we moved from using nature to intervening inside it, and the distance between those two facts is the whole unease.

A phenomenon captured and put to use
W. Brian Arthur spent a career at the Santa Fe Institute studying how economies change, then wrote a book trying to say what a technology is. He landed on one sentence. A technology is a phenomenon captured and put to use.
The device never holds the power. It holds the arrangement. A jet engine is scores of ordinary physical effects, captured, encapsulated and orchestrated to fire in concert at exactly the right temperature and pressure and timing. Not one of those effects is exotic. Combustion, expansion, rotation, thrust. The wonder is the orchestration.
The same reading works on anything. A refrigerator captures the fact that a compressed gas releases heat and an expanding gas absorbs it. A microphone captures the fact that a coil moving through a magnetic field produces current. Open any tool and you find effects that were already in the world, held in a shape that makes them useful.
Every one of those effects was found rather than invented. The finding is discovery. The arranging is the technology.
Phenomena are the genes of technology
Arthur pushes the analogy one step further. Biology programs a fixed set of genes into countless structures. Technology programs a fixed set of phenomena into countless uses. Phenomena are the genes of technology.
The effects lie underground in connected seams, families at a time, mined slowly over long periods. Effects near the surface get stumbled on by accident. Deep effects require instruments built from the effects uncovered before them. Nobody detects a neutrino without a century of prior physics standing underneath the detector. The uncovering builds itself out of itself.
That gives you a question worth carrying into anything you make. What phenomenon does this capture? A tool with a clear answer has a reason to exist. A tool with no answer is decoration.
The answer is often behavioral rather than physical, and it counts just the same. Attention compounds when it returns to the same place. Trust transfers between people who have never met. A written standard outlives the session that wrote it. A question asked at the right moment reorganizes a person's whole map. Name the effect first. Then build the thing that holds it steady.
The definition is wider than machines
A technology is a means to a purpose. Arthur noticed that this definition admits far more than machines, and rather than narrowing it to keep the rest out, he accepted them and named the class. Purposed systems.
Money is a technology. It captures a behavioral phenomenon: we trust that a medium has value for as long as we believe others trust it and will keep trusting it. That effect is real, it sits out in the world and a monetary system programs it to a purpose. Contracts, legal codes, institutions, organizations and a symphony all qualify on the same grounds.
They fail to feel like technology because they rest on behavioral, organizational or mathematical effects rather than physical ones. The felt signature of technology is the physical effect. The logic holds either way.
Your own arrangements sit inside this class. A morning routine is a technology. So is a pricing model, a weekly review, a house rule about phones at dinner. Each one captures something true about how people or attention or bodies behave, and programs it toward an outcome you wanted. Once you can see them that way, you can improve them the way an engineer improves an engine.
Why it fails to feel natural
Here is the tension the era actually runs on. We hope in technology and we trust nature. So we hope in something we do not quite trust.
Arthur's resolution is direct. Technology is a programming of nature, so in its deepest essence it is profoundly natural. There is no seam where the natural world stops and the technological one starts. There is nature, organized.
What changed is proximity. For most of history we used nature from the outside. We moved water, bred animals, shaped metal. Now we intervene inside it. Genes, molecules, neural tissue, the mechanisms of attention themselves. The unease people report is accurate, and it belongs to the intervening rather than to technology being foreign to nature.
That reframe does real work. It moves the question off a false choice about whether to have technology at all, and onto the choice you are making every time you adopt something.
The Standing Test
To have no technology is to be not-human. Stone tools are older than our species. The question was never whether.
The question is whether a given technology enslaves our nature or extends it. Arthur puts it plainly: we need challenge, we need meaning, we need purpose, we need alignment with nature. Where technology separates us from these it brings a type of death. Where it enhances these, it affirms life.
That yields four questions to run on anything you adopt. Does it enlarge challenge or remove it? Does it enlarge meaning or flatten it? Does it enlarge purpose or substitute for it? Does it hold alignment with nature or trade it away?
Arthur reads the test through popular myth, and the reading sticks. The Death Star is enormous, faceless and staffed by identical figures drained of will. The heroes hold technology too, and theirs is rickety and organic and has to be kicked to get running. Their technology has surrendered to them, and in surrendering it extends their naturalness.
Run the four questions across your own stack and the answers arrive fast. A tool that removes a chore is doing something different from a tool that removes a challenge you actually wanted. Both of them feel like convenience in the moment. Only one of them costs you.
